GDC Emblem

The Global Defence Council (GDC) is a branch of the United Nations. Formed in 2021, its remit is to provide a coordinated response in cases of threats from Enhanced people and organisations. Rather than taking a top-down approach of enforcing rules and restrictions on superhumans, the GDC has been built from the ground up to incorporate the needs and ideas of superhumans in their policies and procedures.


The Council itself is made up of seven individuals

Director Nigel Horace - Representing the United Kingdom. A mundane human and veteran of MI6

Gabrielle Laurent - Representing France. A mundane human and former French ambassador to the UN

Irina Petrov - Representing Russia. A mundane human and former Russian political figure

Zhou Mei - Representing China. A mundane human and veteran of the Chinese Resistance during the War For All Earth

General Frank Leland (ret) - Representing the USA. A mundane human and former member of the Joint Chiefs. He led America’s resistance forces during the War For All Earth and is considered a war hero.

Deputy Director Abigail Lace - Metaphysical Affairs

Deputy Director Rishaan Khatri - Advanced Sciences

Other notable agents of the GDC include:

Slipstream (Javier Ramos - public identity) - Former member of the Sentinels, once renowned as “the fastest thing alive.” Javier still wears his old costume, but is no longer active as a superhero due to injuries sustained in the War. He acts as overseer for the Enhanced Regulatory Response Division and liaison between the team and the Council.

Henry Fass - Head of Media and Public Relations. It’s his job to keep the press appraised of the GDC’s activities, in as much as he can do so without compromising operations. He is also responsible for spinning the team’s actions in a positive light.

Dr. Amanda Kwan - Head of the Medical Department. She’s a brilliant surgeon in her own right, and an expert in Enhanced physiologies.

Kirk Lawrence - Head of R&D, Chief Quartermaster. He maintains the GDC’s vehicles and mundane* equipment

*As with any set of superhero tropes, “mundane” equipment can be somewhat more advanced than the real world

The GDC is based in New York, out of Liberty Island. Its agents are typically deployed on VTOL jets nicknamed Greyhawks, but also have access to boats and land-based vehicles. In addition to the Regulators, the GDC can call on a force of mundane field agents serving as investigators and peacekeepers. These agents are called Custodians.

The GDC operates on a straightforward set of maxims, which form the basis of its directives and operational guidelines:

1: First, save lives

2: Prevent harm

3: Serve the common good

4: Hold yourselves and others accountable

5: Co-operate with local authorities
